 Jeff MooreJeff Moore

President / Chief of Operations

Mr. Jeff Moore is a very powerful figure in the security profession, as well as the private investigation world. Prior to taking on the position of Director and Chief of Operations with Top Gun, he was a Private Investigator with the State of Texas for over 10 years. He formerly served on the State Board for the largest security organization in Texas called A.S.S.I.S.T. (Associated Security Services and Investigators of the State of Texas). He also served as head chairman for a very important committee in Texas: “Assault Against A Security Officer.” He he was formerly the head Chairman for the Houston “L.E.A.P.S Program” (Law Enforcement and Private Security) and works very closely with the Houston Police Department. Mr. Moore’s security credentials include the following: Texas Commissioned Officer, Personal Protection Officer and he also serves as an “expert witness” on security or investigative related cases. Mr. Moore has done personal protection details that have included protecting such high profile clients and celebrities as Roger Clemens, Peyton Manning, Eli Manning, Deon Sanders, Trent Green and a very famous George W. Bush impersonator. Mr. Moore has secured many high profile executives and has done security consulting for top clearance governmental facilities advising them of their weak points and vulnerable areas.

Mr. Moore has a very extensive career in the Private Investigative field. He has received special training in such fields as Intrusion Testing, Corporate Loss Prevention Nationwide, Fraud Investigations, DNA and Evidence Gathering, Research, Accident Investigations, Interrogations and Interviewing Techniques and Identity Theft. Mr. Moore has also been the Chief Instructor at a private investigation academy and has been responsible for training hundreds of new private investigators in Texas. Some of the largest cases Mr. Moore has worked on are the “Clara Harris Case” in Houston, Texas the wife who ran over her husband with her Mercedes Benz and the “Robert Durst” case in Galveston Island the subject who killed his neighbor and disposed of his body in the bay. Mr. Moore has done guest appearances on many TV talk shows and news programs including Maury Povich, Montel Williams, At Large with Geraldo Rivera, 48 Hours, NBC Dateline, Court TV, Snapped on Oxygen, Sharon Crier, Nancy Grace, Fox News, CNN News, BBC TV in London, Great Day Houston and all the local Houston news stations on numerous occasions. Mr. Moore has been published in several books such as “A Deadly Secret”, “Driven to Kill” and magazines including Texas Monthly and Managing Security Today. Mr. Moore has also had his comments and stories printed nationwide from the Houston Chronicle to the New York Post, New York Times and L A Times just to name a few. Mr. Moore is a highly requested guest speaker for civic groups, associations and other public venues regarding his professional experiences and knowledge.

Mark Silverberg

Assistant Chief of Operations

Mark SilverbergMark is very experienced in retail loss prevention. He was Director of Loss Prevention at Mattress Giant Corporation.  As Director of Loss Prevention for Mattress Giant he provided retail guidance, security and supervised over 379 stores and for 800 employees from May 2001 until January 2013. Mark provided the following Loss Prevention education, training and implementation of these retail security programs:

  • Extensive knowledge and experience in all loss prevention arenas, implementing policy and procedures, resulting in substantial recovery and restitution.
  • Directed all loss prevention investigations with law enforcement, private investigators and District Attorney’s and processed all loss prevention cases with law enforcement and District Attorney’s office.
  • Completed all recovery of merchandise and restitution of company sales revenue in the criminal and civil court systems.
  • Provided loss prevention education, training and best practices to all executives and sales management teams.
  • Designed and purchased loss prevention security systems, CCTV and Access Control systems for all stores, distribution centers and corporate office.
  • Designed and implemented “Loss Prevention Cash Smart” program that reduced misappropriated company sales revenue.
  • Implemented educational information on “Active Shooter” safety practices.
  • Designed and implemented a Robbery Prevention program for all store associates and executive management
  • Authored a comprehensive best practices employee Retail Safety Program and point of sale financial policy and procedures handbook.
  • Designed and implemented a loss prevention restitution civil recovery program for all regional markets
  • Established direct investigative detective relationships with all law enforcement agencies in every market in which we had a presence
  • Directed all loss prevention under-cover law enforcement and private investigator investigations

Mark is a retired 38 year Reserve lieutenant with the Dallas Police Department.  He graduated the Dallas Police academy in 1974 and has continued state of Texas required education and training to maintain his TECELOSE certification as a certified state of Texas peace officer.

Mark’s extensive law enforcement career included assignments with extensive education and training in the following Divisions at the Dallas Police Department: Patrol, Theft & Property Crimes, Homicide/Crimes against Persons Investigations, Traffic, SWAT and Dispatcher/911 Divisions, Personal Recruiting and Special Patrol Assignments Task Force.

Mark has received extensive training in firearms, defensive driving, hand to hand combat, and interview and interrogations techniques for Law Enforcement supervisors by attending state required Dallas Police Department Core training schools and continued education training programs throughout the state of Texas. 

In 1984 Lt. Silverberg was issued Secret Service clearance the Democratic National convention held in Dallas Texas. Mark has been cleared and worked directly on Secret Service details and traffic assignments for President’s Bush, Clinton and Reagan and many other elected dignitaries during their visits to Dallas Texas.  Mark has provided dignitary protection for High Profile Celebrities, and secret service protection for many foreign dignitaries, politicians and Nationals.

Mark has attended the TX DPSPSB Commissioned Officer and Personal Protection Officer Courses, and is currently licensed and commissioned in the state of Texas as a Commissioned Officer, Personal Protection Officer, Private Investigator and Security Salesperson.

In 1993 Mark was chosen as the 1993 Dallas Police Reserve Office of the year for outstanding Law Enforcement duties performance and attendance. In 1993 he devoted over 500 hours to the Dallas Police Department and citizens of Dallas.

In 2005 Mark received his most honored and distinguished National Law Enforcement award from President George Bush Jr.  Mark was recognized and awarded the Unites States Volunteer of the Year Award and Certificate. This award is issued to Volunteer’s who provide exceptional service and devotion as a state certified Volunteer in Law Enforcement.

Mark looks forward to providing extensive leadership and education at Top Gun by using his extensive Law Enforcement knowledge, experiences and skills to educate and train all TG personnel.


Captain Ed OlbrysCaptain Ed Olbrys

Head Administration Captain

Ed is a retired Police Officer.  In 1984 Ed attended and graduated from the New Jersey State Police Academy. He started his career with the City of Plainfield Police Department, in New Jersey where he was employed as a police officer until August of 1987. Ed later joined the Lacey Township Police Department, New Jersey where he served for the next 23 years until his retirement in 2010.
Ed started his career in the patrol division and was later transferred into the investigative division where he worked at the rank of detective. He was later promoted to the rank of sergeant where he took charge of a patrol unit. 

During Ed’s 26 years of Law Enforcement, he continuously attended schools and training.  Ed successfully completed a specialized school in Instructor Development, conducted by the U.S. Department of Justice, Federal Bureau of Investigation. The Contemporary Supervision Techniques Program, conducted by the New Jersey State Assoc. of Chiefs of Police. The Law Enforcement Advanced Detective School, conducted by Ocean County Prosecutor’s Office, Toms River, New Jersey. Ed also attended training with the State of New Jersey, Department of Law and Public Safety, Division of Criminal Justice in Interviews, Confessions and Miranda.

Ed was also part of a joint task force with the Ocean County Prosecutor’s Office, Fatal Accident Response Team. This was a team that was put together to investigate fatal and serious motor vehicle crashes in Ocean County New Jersey.
Ed was also the president and a rescue diver with the Lacey Township Underwater Rescue and Recovery Team, in Ocean County, New Jersey.

Ed studied Criminal Justice at Seton Hall University, South Orange, New Jersey. Anti-Terrorism at Kaplan University and Technical Accident Investigation and Crash Dynamics at Northwestern University.   

During his 26 year tenure he received commendations ranging from life saving, exceptional duty, many letters of recognition and Ocean County New Jersey Police Officer of the Year Award.


Captain Jason Zachman Captain Jason Zachman

Regional Branch Manager

Captain Zachman is a United States Army Veteran, having served 4 years as a Military Police Officer.  As a Military Police Officer he traveled extensively in the United States as well as many trips outside the U. S. participating in different escort missions. During his time as a Military Police Officer Captain Zachman was attached to different P.O.T.U.S. Missions, which provided Security for Air Force One and the President when in Texas.  Captain Zachman has extensive training in both State and Federal Laws.  Jason has also trained as a Firefighter, Corrections Officer and in Emergency Management including Hazmat response and Hurricane Rapid Deployment.  Captain Zachman holds numerous certifications and licenses by the Texas Department of Public Safety including Commissioned and Personal Protection Officer, Private Investigator, Security Sales, and Branch Manager.  Captain Zachman has a wide range of Human Resource and Security Management experience.  Jason enjoys working for Top Gun Security and Investigations and looks forward to being a part of the Top Gun team for years to come.

Captain Ron M Cosentino Sr

Captain of Operations/ Sales
Branch Manager, Dallas/Ft. Worth Division

Captain Ron Cosentino is the Branch Manager of Top Gun – Dallas.  Captain Cosentino is licensed by the Texas Department of Public Safety - Private Security Bureau not only as Branch Manager, Dallas but also as a Commissioned Officer, a Personal Protection Officer, Security Salesperson and a Private Investigator. Captain Cosentino has completed over 400 hours of training including Level II, III & IV Security Officer, Private Investigations, Handgun including Lowlight Handgun, Shotgun, Tactical Carbine Basic, Advanced Officer Survival, Advanced Powers of Arrest, Advanced Report Writing, Tactical Handcuffing, Expandable Baton obtaining certification, OC Certification, Taser Certification, Use of Force and Legislative Authority. Captain Cosentino is also Special Emergency Response Team (S.E.R.T.) certified.  He has attended courses for Active Shooter Response and Resolve, Bomb and Hostage Response, Supervision and Management.   Captain Cosentino has experience in loss prevention as well as security.  Captain Cosentino’s management skills were sharpened is successfully owning his own company. 

Captain Cosentino’s experience in security includes working high risk posts to patrol service.  He has worked up through the ranks for Corporal to his current position.   Ron’s skills have earned him letters of recognition from his commanding supervisors as well as commendations ranging from Exceptional Duty to Supervisor of the Year. 
Captain Cosentino’s investigative experience includes infidelity and high profile investigations.  He has also conducted internal affairs investigations. 

Captain Cosentino has served as a Personal Protection Officer for high profile business executives, musicians, professional athletes and NFL Cheerleaders. 

Captain Ron Cosentino is excited and honored to be part of a professional team the caliber of Top Gun Security & Investigations.  As Branch Manager, Captain of Operations and Sales in the Dallas/Ft. Troy A. DonnellyTroy A. Donnelly

Captain, Cyber Investigation Division

Troy A. Donnelly, is a successful cyber security professional with a collective 26 years of experience, in both private industry and in the military. 

He began his cyber experience as a highly decorated Infantry combat veteran in the United States Army, who volunteered to learn and then manage computer operations.  Troy also served as a Military Police officer in Germany guarding Nike-Hercules nuclear missiles on a German Air Force base.  Throughout a 12 year Army tour, he was selected for a variety of special roles:  led a guard detail at Checkpoint Charlie in Berlin; served as an honor guard; and even briefed V Corps Commander Lieutenant General Colin Powell.  During Desert Storm Troy served as both a Bradley Gunner and as Non-Commissioned Officer in Charge of a Tactical Operations Center with the 1st Battalion, 7th Infantry Regiment.

After an honorable discharge and relocation to Houston in 1993, Troy has held a variety of senior roles such as:  Regional IT Security Officer, Corporate Investigator, IT e-Discovery Manager, and IT Director; for companies such as Hewlett-Packard, Compaq, and FMC Technologies.  Prior to joining the Top Gun family, he managed a local information security consulting practice. 

On top of his experience, Troy holds a MS in Computer Systems Management with an Information Assurance specialization.  Within the information security industry, he holds a variety of active certifications such as:  Certified information Systems Security Professional, Certified Information Security Manager, Certified Information Systems Auditor, Certified Information Privacy Professional, SANS/GIAC ISO 27000 Specialist, and the EnCase Certified Examiner.  Troy has also undergone training in the National Security Agency INFOSEC Assessment and Evaluation Methodologies, and The Committee on National Security Systems #4011, #4012, and #4013 information assurance instruction standards.  In addition, he is very active in the information security community as the President Texas Gulf Coast Chapter of the High Technology Crime Investigation Association, a senior member of the Information Systems Security Association, and a member of the US Secret Service Electronic Crimes Task Force.  Previously he was Co-Chair/Governing Body of the Houston CISO Executive Summit, Sector Chief FBI/InfraGard Computer Forensics Special Interest Group, Member of the American Petroleum Institute IT Security Subcommittee, Alumni and Courseware Editor of The SANS Institute, and a member of both the Information Security and Privacy & Computer Crime Committees of the American Bar Association.  Furthermore, Troy has been an invited speaker at a variety of venues including:  Anti-Spyware Coalition, Houston Bar Association Cyberlaw Section, Houston CISO Executive Summit, I-4 Forum, IT Benchmarking Forum, NetFocus, and The SANS Institute.
